About Yulia

Yulia is a gender and social inclusion specialist with over 15 years of experience supporting development programs across Asia and the Pacific. With an academic background in Economics, Women and Development Studies, and Gender Studies/Anthropology, her expertise focuses on ensuring that programs and policies are inclusive, equitable, and socially responsive.

She has worked with a range of bilateral and multilateral partners, including DFAT, USAID, the World Bank, ADB, UN agencies, and the Global Green Growth Institute (GGGI). Her contributions span gender analysis, social safeguard assessments, stakeholder engagement, and inclusive program design.

Yulia has supported multiple initiatives in areas such as state-owned enterprise reform, climate mitigation, social protection, and legal safeguards. Her recent work includes ADB’s gender and social assessments for SOE Reform (2022), the PRSEAH Legal Framework Rapid Assessment in Indonesia (2023), and gender-sensitive frameworks for World Bank–funded emission reduction programs. These experiences reflect her ability to translate gender and social inclusion principles into tangible policy and programmatic actions.

Her approach integrates tools such as Theory of Change, social impact assessments, conflict mapping, and safeguard diagnostics. She is adept at identifying structural barriers to participation, employment, and access—especially for women, persons with disabilities, and marginalized communities.

Role in the Study

As GEDSI and Social Safeguards Expert, Yulia will ensure that gender equality, disability inclusion, and social safeguard principles are integrated across the study’s design, data collection, and analysis. She will support the identification of barriers and enablers related to inclusive research uptake and provide guidance on how findings and recommendations can be made more socially responsive. Her role is central to ensuring that the study reflects diverse perspectives and supports inclusive policy development in line with KONEKSI’s commitments.
