About Ratnayu

The Team Leader holds a Master of Science in Anthropology and has more than 20 years of experience in social research, with 17 years focused on monitoring and evaluation (M&E), policy analysis, and evidence-based program design. Her core expertise lies in designing and delivering evaluations that explore how knowledge influences policy and practice.

She has worked extensively across governance, education, social protection, and environmental sectors—areas closely aligned with KONEKSI’s priorities. Her approach combines methodological rigor with practical relevance, drawing on participatory methods and contribution analysis to assess research uptake and influence.

Her past collaborations include the World Bank, ADB, DFAT, USAID, and CIFOR. In her work with CIFOR, she led outcome studies that traced how research findings contributed to national forest and land fire policies in Indonesia. This experience directly reflects her capacity to examine the pathways from evidence generation to policy uptake in complex systems.

She is experienced in working with multi-stakeholder partnerships involving government agencies, research institutions, and NGOs. Her evaluations often serve both learning and accountability purposes, bridging the gap between technical findings and decision-making.

She also served as a Board Member of the Asia Pacific Evaluation Association (2022–2023), contributing to regional discourse on quality and use of evaluation in policy environments.

Role in the Study

As Team Leader and Evidence-Based Policy Expert, she will lead the evaluation design, oversee data collection, and guide the interpretation of findings. Her role ensures the study is robust, timely, and policy-relevant—providing strategic value to KONEKSI and its stakeholders in strengthening research-to-policy translation.
